Tim Wilmot was the outsider,
whereas Tolley was the insider -
an insider with great experience of the way the system works.

Tim Wilmot was on a learning curve of systemic dishonesty.

Here is how system people cover-up their crimes:-

They never address anything simply and clearly -
they are always long-winded,
and pad it all out with waffle,
knowing that few councillors have the intelligence and the will,
combined with sufficient tenacity,
to challenge the unelected and unaccountable executive officers
who really run government -
and whose support councillors need,
if their careers are to prosper.

In spite of Tolley having two four hour meetings with Tim Wilmot,
he had failed to get Tim Wilmot to re-submit to authority
as the price of
"encouraging noises from the Planning Department about your application!"

Ask yourself this:-

Do council solicitors have eight hours of meetings with any old Joe Soap
for allegations that have no substance?

Tolley's First Report - 05 SEP 90 was rejected by Tim Wilmot as "totally inadequate" -
( TIT = totally inadequate Tolley ).

Remember how Tim Wilmot flays totally inadequate Tolley on phone.

So Tolley calls the second four hour meeting at just four hours notice -
literally clearing his desk, it was so urgent.

Remember Tim Wilmot's Letter to Tolley 21 SEP 90 recording second four hour meeting.

Particularly note at the top of that letter,
where Tolley says:-
1.2.    I have read what you say very carefully.

Nonetheless, all that Tim Wilmot records is ignored,
as Tolley's Second Report - 22 NOV 90 sets out to:-
1. make the whole issue a secret under the Local Government Act, and
2. whitewash the whole issue in a secret meeting that only sees Tolley's version of events.

At the end of NOV 90,
Caradon District Council believed they had an effective cover-up in place.

If they really imagined that Tim Wilmot would just fade away,
they were wrong.

Tim Wilmot demolished Tolley's lies in public,
causing Police Special Branch to be brought in to demolish Tim Wilmot
before Caradon District Council could be exposed for the the criminals they were,
and the police investigation Report to the CPS as a fraudulent cover-up as well.

The stakes were high ( and still are to this day ).
