Tim Wilmot flays totally inadequate Tolley on phone

When Tim Wilmot had properly read the report,
he rang Tolley,
and told him that his report was "totally inadequate".

The conversation went on for maybe an hour,
and went round in circles,
because Tolley, far from defending himself, or putting down the phone,
told Tim Wilmot about
"encouraging noises from the Planning Department about your application"
.

In other words,
Tolley was trying to get Tim Wilmot to backburner his criminal allegations
in favour of looking after his own personal interest.

Tim Wilmot recalls literally flaying the man alive,
yet he still clung there, peddling the same old bribe.

As a result,
Tolley cleared all of his business at four hours notice,
and so began the second four hour meeting.

It was Tim Wilmot's growing realisation that he was dealing with a nasty, lying little shit
that led him to set down on paper with his typewriter to Tolley
what he remembered had been said at the meeting.

Although very amateur-looking on paper,
when laid out by computer,
with paragraphs and sentences, and parts of sentences, numbered,
these records provide vital evidence of the cover-up as it developed.
