The first hurdle placed by the Planning Department
upon the garden centre application
was to ignore the minor error over change of use,
and re-designate the application as detailed, not outline.
This was done without consultation with Tim Wilmot.
What he got was a letter demanding details of proposed sewage arrangements,
and stating that they needed to be advertised in the press.
As it was perfectly clear
that only the concept was being considered by Tim Wilmot's outline application,
is it reasonable to expect an applicant at this very early stage
to have any idea of proposed sewage arrangements?
Please remember that in 1988, the 'building boom' was in full swing,
and Caradon District Council's Planning Department
were snowed under to the point where they were cutting corners.
Surely any reasonable person would say 'No!'
