Chief Executive's legal duty


When a complaint is made against a department chief,
it is the chief executive's function to investigate.


Simple as that.

It is impossible to know what passed through the chief executive's mind,
but it is established fact that he made no investigation whatsoever.

He simply passed Tim Wilmot's letter to the Chief Planning Officer -
the very officer Tim Wilmot was complaining about.


We also know that the Chief Executive's input consisted of a one-liner memo,
because it was in the Police Investigation evidence file.
