The reader will recall
that Tolley had written a
which had been witheld from Tim Wilmot
untill he shouted loud enough for it.
Tim Wilmot had rung Tolley,
and told him in no uncertain terms that his report was "totally inadequate".
Tolley had then asked Tim Wilmot to come to his office
for a second four hour meeting,
for which Tolley cleared his desk.
Having failed to persuade Tim Wilmot to withdraw his allegations,
Tolley now set about whitewashing the Chief Planning Officer.
This was not very difficult,
as the critical capabilities of the district councillors was not high.
In other words, the executive only needed to print the lies in black and white,
and the councillors would take it hook, line, and sinker.
Tim Wilmot suggests that the reader should remember
that Tolley is deliberately concealing criminal offences.
Furthermore, the concealment is so blatant and inadequate,
that Tim Wilmot broke Tolley psychologically in 1991
by spotlighting a single line in his report dated 22 NOV 90 -
