because it never crossed his mind
that Caradon District Council could pay it
without any admission of liabity,
to avoid trying the five serious charges he had laid.

Caradon District Council's reputation was valued at £1.

The executive officers selotaped a £1 coin to a letter,
and paid a baillif to hand-deliver it to Tim Wilmot
at his home address late one evening.

This was seen by Tim Wilmot as an insult.
