At the first of two four hour meetings on 26 APR 90,
Tim Wilmot clearly remembers Tolley saying:-
"If what you say is true, Caradon will shortly have a new Planning Officer!"
Tolley also said he would write a draft report upon the allegations within fourteen days.
Tolley also said that "no survey, no consent" was unreasonable.
Fourteen days came and went, as did weeks, then months,
as Tim Wilmot was given every possible excuse until 07 SEP 90.
Tim Wilmot's patience ran out on a Friday,
when Mr Tolley's secretary claimed he was out of the office,
and the report was not available.
When Tim Wilmot said that he was going to press and TV,
the secretary said
"Don't do anything hasty, Mr Wilmot, the report is in the post!"
What this demonstrated to Tim Wilmot's learning curve of solicitor dishonesty,
was that the report was on "hold"
until he shouted loud enough for it.
