Tim Wilmot believes that the truth should be seen,
so he went to Caradon District Council's offices at Liskeard,
and walked around the gardens for an hour or two.
This enabled most of Caradon District Council's staff
to see the truth for themselves.
Tim Wilmot cannot remember much of it after 19 years,
but he thinks he also walked around Liskeard Town Centre.
He may have been there on more than one day -
he cannot remember.
At some point, Tim Wilmot was arrested by police,
and charged under the Public Order Act 1986.
