Planning Committee Tea Break - Part Two


Tim Wilmot clearly remembers
that as soon as Councillor Pengelly had introduced them,
the Chief Planning Officer immediately demanded
that Tim Wilmot withdraw his application
in order to get a landfill gas survey.


Tim Wilmot politely explained to the Chief Planning Officer
that it was merely an outline application,
to sort the geographical location suitability question first.


If approved, it would establish the principle
from which all else would follow,
and that he would like the application heard that day.

The Chief Planning Officer then visibly lost his temper
just as the bell rang for the committee to resume.


In his police witness statement,
the Chief Planning Officer denies losing his temper,
and claims to have no memory of this encounter.

You may consider whether this is likely to be true or not.

You are also asked to remember Tim Wilmot is adamant
that Councillor Pengelly was present throughout,
and therefore witnessed the encounter;
particularly the loss of temper.

Councillor Pengelly, in his police witness statement,
claims that he was getting his cup of tea,
and therefore witnessed no loss of temper
by the Chief Planning Officer.
