One of the concerns that local authority planners have,
is that, having heard a Planning Committee Decision,
applicants with an approval vote would begin works
BEFORE documents arrive from the Planning Department.
While this strictly refers to detailed applications,
Tim Wilmot, quite correctly, waited for notification.
So far as Tim Wilmot was aware,
he had outline planning permission that was valid for years.
Tim Wilmot therefore took time to think about how to develop the site
now that the Planning Committee had unaminously approved the concept.
Days passed, then weeks,
and Tim Wilmot began to smell a rat.
At first Tim Wilmot was fairly unconcerned,
as he thought he had a valid consent,
and that the Chief Planning Officer was simply being malicious
by witholding the Consent Notice.
After 57 days on 29 NOV 88,
Tim Wilmot finally phoned the Planning Department,
and the next series of odd things began to happen.
