With a Planning Committee approval decision
to grant planning permission with a condition on gas,
the Chief Planning Officer was hoist by his own petard.

The Chief Planning Officer's "generous" offer to the committee
to approve if they were "minded",
was the ONLY positive event in the application's history
to stem from the Planning Department.

The other problem he had
was his deliberate misrepresentation of Tim Wilmot
in saying that he wanted to withdraw.

So in a moment of madness,
the Chief Planning Officer decided
to falsify the official Planning Committee Minutes.

He ordered the Committee Clerk to substitute
"Senior Planning Assistant / defer"
for
"Planning Officer / withdraw"
to act as a smokescreen.

One might say "an essential moment of madness",
for without this colossal banana skin,
Caradon would never have embarked upon a major cover-up,
which amounts to a criminal conspiracy,
and reveal in such stark clarity
how government closes ranks and lies.

The Chief Planning Officer could not falsify the minutes
without the assistance of the Committee Clerk.

Tim Wilmot's research around 1991 revealed
that after each Planning Committee Meeting,
the planning officers and the Committee Clerk
run through the Committee Clerk's notes
to weed out any obvious errors,
and phrase things more clearly, if needed.

While this practice can indeed be beneficial,
it also has potential for abuse.

What is clear to Tim Wilmot
( and was equally clear to the three councillors who supported him publicly ),
is that the Chief Planning Officer and the Committee Clerk
jointly falsified the Planning Committee Minutes.

What is equally clear to Tim Wilmot
is that government has expended enormous treasure and energy
to deny the undeniable.
