Tim Wilmot realised by the beginning of 1991
that he was being "blocked"
by both Caradon District Council,
and the local police.

Tim Wilmot had limited experience of law,
and was concerned
that Caradon District Council might launch a pre-emptive strike.

Tim Wilmot realised
that he needed to get the evidence out into the Public Domain,
as he instinctively realised that there was safety
in having his allegations as public knowledge.

Tim Wilmot realised
that if he printed the full allegations straightaway,
he might be sued,
and as he had several properties,
but no cash -
and therefore no lawyer -
he was a plum target for a pre-emptive strike.

Tim Wilmot therefore developed a simple plan
that made a pre-emptive strike extremely difficult,
while reducing his risk to almost nil.

He therefore printed a very basic allegation
that was so easily provable,
he could do so blindfolded.

Tim Wilmot then served a copy on Caradon District Council,
saying that they had seven days in which to state objections,
or get an injunction.

If no reasonable objections or injunction were received,
Tim Wilmot would release the document.

Tim Wilmot continued this process step-by-step,
each time adding more juicy details,
until the whole truth was public.

Each time that Caradon District Council failed to act,
it became progressively more difficult for them to take action,
as they would need to explain why they had not acted before.

By early 1991,
Tim Wilmot realised that he could say whatever he liked,
and Caradon would do nothing.
